Here are notes from the meetings following the 2005 season setting forth the consensus for changes to be implemented for the 2006 season (thanks to Bill Ehred for taking good notes):
Synopsis of the meeting:
1. Fast pitch time limits and runs per inning: Time limits: Removed for 12 and 14 U. Runs per inning: 12 u 5 per inning, last inning no run restriction. 14 U no run per inning limit.
If we are imposing a run per inning rule at 12U, there is no reason to have a time limit. the games should be completed within two hours. At 14u the girls should be able to play without a time limit imposed on them. All other mercy rules remain the same, and 10u is unchanged.
2. Length of season; There was some concern that the season lasted too long. We may be able to start the younger ages a bit earlier, but the older ages we are restricted by the fact that some of the players participate in school ball which is a main factor in derterming when we start.
Also, the idea of playing three games a week was not considered acceptable because it may mean playing of Friday and Saturdays which the consensus believed would affect the participation levels.
3, 2006 baseball age change: The DBA will follow the new baseball age guidelines of April 30th as the date determining the players age classification.
4. Standings/score reporting: 2006 the division GM's will be responsible for providing the managers with the standings. They will email them the standings every two weeks.
5. Rosters/Insurance: Team rosters and proof of insurance must be turned in to the GM's by the first game of the season, or the team will not be able to participate in the playoffs. A form will be sent to all associations.
6. DBA web site will have schedules and rules only. All contact info will be provided to the managers at the DBA managers meeting in May. There may be a message board developed.
7. Night games proceeding an earlier game: In Wyandotte and Riverview the first game will have an 1 hour and 45 min. time limit (meaning that no inning shall begin after 1 hr and 45 min). the second game will have a two hour time limit.
8. 16U softball: An effort will be made to create this division with the following understanding: There will be teams which will consist of players from multiple DBA communities. Past history shows that we cannot get very many teams from the individual associations. but these are probably a number of girls from the other associations, if pooled together , which could form two to three teams. The only way this will work is if during your registrations the parents understand this. If an association has enough girls registered to make up their own team that is acceptable. We want to give those girls whose associations don't have enough participants to form their own teams, the opportunity to play. We will certainly make an effort to form teams which are geographically based.
